You generate a lot of heat riding off road, and by wearing layers, you can open zippers or remove a layer as you warm up. With a heavy jacket and t-shirt, you will either be too warm or too cold. T-shirts are usually made with cotton which is the worst material to wear while exercising in cold weather. You need to wear clothing that can wick sweat to the surface where it will evaporate and keep you dry. A jacket for winter riding should be windproof, and breathable to allow moisture to escape.
